Marshall is a senior legal and risk executive with more than 35 years of experience spanning real estate, banking, regulatory compliance, risk management, finance/accounting, and law. He currently serves as General Counsel to Premium Healthcare, Bioresearch Partners, and related family-office entities, overseeing the legal affairs of a complex portfolio of medical, clinical research, technology, medical imaging, and real estate businesses.
Previously, Marshall was EVP and Chief Legal Officer of Amerant Bank, N.A., responsible for corporate governance and enterprise legal affairs. Earlier, he co-founded Amerant Mortgage, LLC in partnership with Amerant, helping launch a differentiated mortgage platform. Before Amerant, Marshall spent more than a decade at City National Bank of Florida, ultimately serving as General Counsel, Corporate Secretary, and Trust Officer, with enterprise responsibility for legal affairs, regulatory compliance, BSA/AML/OFAC, and non-credit risk, as well as senior leadership roles in strategy and regulatory relations.
Marshall also held senior legal and risk leadership roles at Wachovia, where he oversaw high-risk customer governance and regulatory compliance under the USA PATRIOT Act, Bank Secrecy Act, and OCC mandates, managing large teams and budgets. Earlier in his career, he served with the FDIC and as general counsel and compliance officer for a multi-state and international money transmitter, advising extensively on bank regulatory matters, M&A, de novo institutions, and money services businesses.
Marshall holds a Juris Doctor from the University of Illinois, is a CPA, and earned dual undergraduate degrees in finance and international business from Florida International University. He is an adjunct professor at FIU Law School, teaching banking and financial regulation, and is a frequent domestic and international speaker on AML, financial crime, and banking law. He has served in numerous leadership and advisory roles within banking, regulatory, academic, and nonprofit organizations.
Carlos R. Fernandez-Guzman serves as a member of the Board, and President, and Chief Executive Officer of Pacific National Bank (PNB). A well-respected banking veteran and community leader, Fernandez-Guzman has close to 46 years private sector and banking industry experience.
Prior to joining PNB, he was the Senior Executive Vice President - Neighborhood Banking Group at BankUnited. Mr. Fernandez-Guzman has also held C-Level positions at Riverdale Farms, Inc., XTec, Inc., CTI, American Savings of Florida, F.S.B., Consolidated Bank, N.A., and Southeast Bank, N.A. where he began his banking career.
He served as Chair of the Greater Miami Chamber of Commerce (2008-2009), co-chaired FIU’s Master of Science in Finance Advisory Board, and chaired the United Home Care Services Board, as well as served and chaired several other community organization Boards and committees. He is a past Chair of the Board of Trustees of Chapman Partnership and currently serves on the Executive Committee and Chairs the Budget and Finance, is a member of the Board of Trustee of the Greater Miami Chamber of Commerce, serves on the Board of the Miami-Dade County Homeless Trust, recently concluded his two terms on the Federal Reserve Bank of Atlanta Community Depository Institutions Advisory Committee, is Immediate past Chair of the Miami Dade College Foundation Board and Chairs their Development Committee, serves on the Board of the Center for Financial Training, and served his term as an appointee of the Honorable Governor Rick Scott to the Miami-Dade Expressway Authority where he was Treasurer, Executive Committee Member and Member of the Board of Directors. In 2023 he was awarded the Autism Speaks South Florida Community Impact Award and in 2012 the Ronald McDonald House Charities Award Committee selected him as one of its “Twelve Good Men”, he is a recipient of the 2007 Leadership Miami Salute to Miami’s Leaders Award in Finance, a member of the Greater Miami Chamber’s President’s Club Hall of Fame, a recipient of the Chapman Partnership Alvah H. Chapman Humanitarian Award, is a member of the Miami Dade College Hall of Fame, and the recipient of the Boys Scouts of America – South Florida Chapter 2022 Distinguished Citizens Award. He has been married to Mari for 48 years, is the proud father of three, and grandfather of seven.
Mary Usategui is the Founder, President, and CEO of BankMiami, a new community bank based in Miami set to open in Q1 2025. She will be the first woman to found a bank in South Florida. Her career has been dedicated to community banking, most recently serving as Chief Financial Officer of Professional Bank from 2014 through its successful sale to Seacoast Banking Corporation of Florida in 2023. Following the merger, she was appointed Chief Strategy Officer at Seacoast before resigning to launch BankMiami.
At Professional Bank, Mary co-led the firm’s growth from an $80 million de novo institution to a $2.8 billion publicly traded bank, playing a key role in its IPO and the creation of significant shareholder value. Beginning her career as a teller, she progressed through multiple leadership roles, gaining deep, hands-on experience across finance, accounting, operations, human resources, investor relations, strategy, and information technology. She also held senior leadership positions at Grove Bank & Trust.
A Florida-licensed Certified Public Accountant with more than 20 years of executive leadership experience, Mary is known for driving operational efficiency, strengthening financial controls, and supporting sustainable growth. She has extensive experience working with Boards of Directors, regulators, and investors and is widely respected for her leadership, communication, and strategic execution.
Mary has received numerous industry and community honors, including the Florida Bankers Association Horizon Award, multiple South Florida Business Journal recognitions, and CFO of the Year. A native Miamian, she holds undergraduate and graduate degrees in finance from Florida International University and a Master of Science in Accounting from the University of Miami. She currently serves on the Florida Bankers Association Board of Directors and the University of Miami Citizens Board. Outside of work, Mary is active in financial literacy mentorship for inner-city youth and volunteers with local animal rescue organizations.
Calixto “Cali” García-Vélez is the President and Chief Executive Officer of Banesco USA. His strategic focus on disciplined growth and community-centered banking has positioned Banesco USA as a leading regional institution. A Miami native, Cali brings decades of senior banking leadership experience to his role.
Prior to joining Banesco USA, he served as President of Citibank Florida and as Chief Executive Officer of Doral Bank in Puerto Rico, where he led complex operations across diverse markets and regulatory environments. In recognition of his impact on the industry, he was named a 2026 Power Leader in Banking by the South Florida Business Journal. Cali is deeply committed to civic and community engagement and currently serves on the Boards of Directors for United Way of Miami, The Beacon Council, and the Florida Bankers Association. He holds both bachelor’s and master’s degrees from the University of Miami.
